The addressee did not collect within the holding period, or refused to accept the item.
What “Unclaimed / Refused” means
“Unclaimed” means the addressee did not collect the item within the holding period (often around 7–15 days), while “Refused” means the addressee declined to accept it. In both cases the article is prepared for return to the sender.

Return to Sender.
